Born in 1946, he studied at Neve Meir High School and more. Ordained to the Rabbinate.

In 1974, he completed his bachelor's degree in physics and mathematics at the Hebrew University. He was head of several Yeshivot.
At the same time, he completed medical studies at the Hebrew University School of Medicine. And worked in several different medical centers.

Dr. Rabbi Halperin works extensively in the fields of medicine and Halacha and medical ethics.
He is one of the founders of the Israeli Society of Medical Ethics and serves as a member of ethics committees of various bodies.
From 2000 to 2001, he served as Health Minister's adviser on medical ethics, and from 2001 to 2014 was the ethics supervisor at the Ministry of Health.

Rabbi Halperin serves as director of the Schlesinger Institute for the Study of Medicine according to the Torah, and editor of the journal "Asia."
